Work experience : Eight (8) or more years of experience in federal contracts and/or grants compliance role. Technical writing skill and understanding of federal procurement, federal grant, and legal language. Professional knowledge of Federal Acquisition Regulation (FAR), federal statutes related to federal procurement, and other legal/regulatory requirements applicable to U.S Government contracting. Professional knowledge of the Uniform Guidance, federal statutes related to federal grants and cooperative agreements, and other legal/regulatory requirements applicable to U.S. financial assistance. Experience with government solicitations (RFP, RFQ, and other forms) and various types of government contracts (Cost Plus, FFP, T&M, IDIQ).

Summary : Seeking a professional and energetic Director of Federal Contracts and Grants Compliance to provide leadership across the organization’s US government contract and grants compliance portfolio. This role sets the tone for compliance and works across the organization to ensure compliance with applicable laws, rules, and regulations, internal policies and procedures, donor funding and US government contractual requirements. The Compliance Director is also charged with raising awareness of compliance obligations across the organization.

Critical Action Items & Measurable Deliverables:

1. Meet all federal guidelines and standards that are applicable to this position.

2. Prepare, oversee, and maintain organization’s compliance policies and procedures relative to federal contracting and federal grants/cooperative agreements.

3. Review contractual requirements to ensure adherence to company policy and government specifications.

4. Presents information to all levels of management, including making recommendations to improve process, compliance, and project results.

5. Participate in workshops, seminars, education programs, and other activities that promote professional growth and development.

6.Compile, prepare, submit, and maintain accurate records, files, forms, statistics, and additional information in accordance with agency policies, regulatory and/or contract requirements.

Other Responsibilities:

Contracts and Grant Compliance

1.Acts as an advisor and subject matter expert as it pertains to FAR, FAR Supplements, Uniform Grant Guidance (2 CFR Part 200) as well as the requirements of other applicable Federal and State regulations and legislation.

2. Interface with contracting officers and grants management officials to discuss federal compliance concerns and objectives where so designated.

3. Review RFPs for included FAR/HHSAR/CFR and other requirements to assess said requirements and the organization’s ability to meet them.

4. Review awarded contracts and grants for government regulations for post-award implementation to assure organization’s compliance.

5. Aid program management by interpreting FAR/HHSAR/CFR and other federal regulations, developing internal policies and procedures to effectuate such requirements, and prepare reports and disclosures in accordance with such requirements.

6. Develop and evaluate strategies required to administer and monitor organization and subcontractor/vendor compliance with contract terms and conditions

7. Work in conjunction with HR, Legal, Finance, and Operations to assure organization’s overall compliance with federal mandates.

Subcontract and Subaward Monitoring

1. Work with Legal to develop subcontracts, subrecipient award terms and conditions

2. Develop and maintain subcontract or subrecipient monitoring compliance.

3. Ensure compliance monitoring procedures are compliant with federal and other applicable regulations and are consistent with sound business practices.

4. Monitor subrecipient and subcontractor compliance with federal regulations and the requirements of their subrecipient/subcontractor agreements as needed through site visits, audits, and other mechanisms applicable to subrecipient monitoring. Recommend actions necessary to resolve issues/concerns.

5. Support Procurement function with guidance as it relates to compliance obligations for subcontractor/subrecipient selection, when requested.

6. Ensures proper monitoring and oversight controls are in place for Grants, Memorandums of Understanding, processes award documents, draft sub-agreements, and similar documents

7. Identify training areas needed for organization’s employees, departments and functions related to government contracts and grant compliance.

8. Manage and coordinate the trainings.

9. Develop and update Grants Manual and grant-related forms to facilitate the grants process and provide support to grant project directors.

10. Coordinate the development and maintenance of organization’s compliance policies and procedures.

Requirements:

1. Proficient in Microsoft Office applications (Word, Excel, and Outlook).

2. Demonstrate good working knowledge and application of Federal Acquisition Regulations and Uniform Guidance and relevant related federal statutes.

3. Knowledge of government procurement processes and procedures.

4. Strong work ethic assuring goals are met in a timely manner.

5. Excellent analytical thinking and organizational skills with ability to prioritize and multi-task.

6. Ability to communicate clearly and effectively with individuals at all levels of the organization, both orally and in writing.

7. Working foundation or understanding of risk management, assessment, and planning as well as possess the ability to thrive in a fast-paced, multitasking environment.

8. Possess the ability to manage and support multiple contract types and task orders concurrently and respond to directives and requests involving financial information, and contract compliance.

9. Demonstrate ability to interpret regulations, research government contracting and accounting issues, and develop solutions that maximize the organization’s position and minimize contract and regulatory risk.

10. Experience maintaining positive working relationships with Government employees.

11. Demonstrate ability to successfully support compliance audits by government regulatory agencies.

12. Demonstrate ability to clearly organize and articulate complex regulatory information for supporting a position and/or effectively transferring knowledge.

13. Familiarity with general business operations and management functions and principles (business development, finance/accounting, operations, information technology).
